Although it attempts to function as a democratic governing body, the Central Tibetan Administration (CTA; the Tibetan leadership based in Dharamsala) is in actuality a privately-funded administration that derives most, if not all, of its income from government grants and private donors all over the world. A large portion of these funds is received and channelled through non-governmental organisations (NGO). One such NGO is the Tibet Fund, whose stated mission is to “preserve the distinct cultural and national identity of the Tibetan people”.
Since 1981, and under the patronage of His Holiness the Dalai Lama, the Tibet Fund has been a primary funding organization for programs which are touted to benefit the Tibetan refugees living in India, Nepal and Bhutan. Not only does the Tibet Fund receive the bulk of its income from US federal grants, but as a 501(c)(3) organisation, this non-profit organisation is also exempt from some federal income taxes.
While it all sounds very impressive from the outside, over the years, the Tibetan leadership has in fact faced many accusations of financial misappropriation and mismanagement. More often than not, these accusations involve the “power players” at the many institutions built around the Dalai Lama and the “Free Tibet” movement. Most recently for example, The Guardian reported that the Dalai Lama’s “personal emissary” Tenzin Dhonden had been suspended over corruption claims. This follows news last year that one of the Dalai Lama’s closest allies, Lodi Gyari and his son-in-law Phakchok Rinpoche were implicated in a money laundering scandal. They had even had their accounts frozen.
Penpa Tsering, the former donjo (Dalai Lama’s representative) of North America who was dismissed from his post for asking too many questions about the US$1.5 million loan, and for trying to hold the Sikyong accountable for the expenditure.
Evidently news of these financial discrepancies have reached the American leadership. It may be one of the reasons why the United States shocked the Tibetan leadership in March this year, proposing a 2018 budget which saw a substantial cut in American government’s aid to Tibet. It is a situation that appears to be irreversible considering US President Donald Trump’s total lack of interest in meeting with any Tibetan representatives. Why does the Tibetan leaders still depend on free money handouts from US and other governments? Why can’t they produce their own money and stop being so parasitic after being independent for 60 years in democratic India? Why talk so big when they have no money of their own? How many more years does the governments of the free world need to still donate in the millions to the Tibetan leadership? What does the Tibetan leadership give back in return for the generous billions they have siphoned from various governments, private organizations and donations? Why does any government in the free world even need to donate to the Tibetan leadership?
To make things worse, in the past week, political rivalry between two Tibetan leaders exploded into the public eye. Sikyong (Prime Minister) Lobsang Sangay and Penpa Tsering have been bickering since the 2016 Sikyong campaign. When Penpa Tsering lost and, as a consolation prize, was assigned to be the donjo (Dalai Lama’s representative) in North America, everyone thought this new cushy diplomatic post signalled an end to their rivalry. At least, until this week when their spat blew up again, leading to Penpa Tsering being summarily dismissed from his post on 7th November. It came not long after Penpa Tsering alleged financial discrepancy at The Office of Tibet in Washington D.C. which Phayul (see attached article) calls “loan-gate”.
This begs the following questions:
- If Lobsang Sangay and Penpa Tsering can fight tooth and nail over the status of a “mere” US$1.5 million loan, what else are they fighting about?
- For most governments around the world who earn in the billions, US$1.5 million is an insignificant amount. Yet the Tibetan leaders make such a huge fuss over it, which reflects the narrow-mindedness and low level of governance. And if the government cannot keep track of such an amount, how will they ever be able to govern or administer anything bigger? What else has the CTA lost track of, if they can bicker and argue over this amount?
- US$1.5 million is the amount audited by external auditors as a loan, which Lobsang Sangay insists is an amount that the Tibet Fund contributed and did not expect to be paid back. The fact Lobsang Sangay is trying to change the status of this money from a loan to contribution should concern all Tibetans, especially since Lobsang Sangay moved to dismiss Penpa Tsering once he began asking questions about the CTA’s finances. If “only” US$1.5 million led to Penpa Tsering’s dismissal, what else is being hidden that no one else knows about? How much other funds have been conveniently shuffled around and reassigned in the last few decades, that no one has asked questions about, audited or been held accountable for? The US$1.5 million must be only the tip of a financial scandal iceberg which is much, much, much larger.
The moral of this story for the US government and the many charity trusts and individuals who contribute to the “Tibet cause” is to be wary and hold back contributions until everything is properly investigated and explained, not leaving any stone unturned. The Tibetan public and the concerned donors who gave their financial support to the Tibetans deserve nothing less than this.

Lobsang Sangye is very well known to be corrupt and always uses the money for various personal purposes and keeps it secret. His sacking of Penpa Tsering is the beginning of his end. He thinks just because the Dalai Lama supports him, he will be politically safe. He has many enemies and they will bring him down and expose him soon.

Anti-money laundering manuals all over the world in fact list such multiple accounts as one of the major red flags for money laundering. For instance, the US Federal Financial Institutions Examination Council (FFIEC) in its manual “Money Laundering Red Flags: Deposit Accounts” listed as top warning signs of such criminal schemes:

In June 2017, Representative Penpa Tsering forwarded an urgent communication to Kashag reporting a notice served by the bank in DC on immediate closure of five accounts of DC Office of Tibet. The Representative recommended that the office funds be withdrawn immediately as there was risk of deposits being frozen. Accordingly, the funds were dispersed. It was later learnt that prior to making the recommendation, Representative Penpa Tsering had never approached the bank authorities and when he belatedly approached the Assistant General Manager of the bank, the bank agreed to keep the accounts active. However the damage was done. The Representative’s negligence and failure to conduct the simplest of due diligence caused unnecessary hassle and complications.

Kashag’s charges unacceptable: Representative Penpa Tsering

Penpa Tsering refused to accept the Cabinet’s ten charges against him, and said he will challenge all of them after he leaves office on 30 November.
He also hinted at filing a case in the exile Tibetan Supreme Justice, saying the charges are unacceptable as he hasn’t committed any mistake.
In a clear demonstration of the power of the people, the Cabinet of the Central Tibetan Administration (CTA) finally issued a clarification as to why Penpa Tsering had been terminated of his duties as North America Representative. Ten reasons were given, but each would surely be scrutinised and analysed.
Details of warnings remain unclear
Penpa Tsering’s sacking was announced on 7 November. As the news shocked the Tibetan world, the demand for reasons of the ousting mounted on the Cabinet. Questions asked by journalists received no comments from the Cabinet and the President of the Central Tibetan Administration.
Due to popular demand from the press and the public, a press conference was convened after two days. At the conference, the officiating President of CTA Karma Gelek said that Penpa Tsering was sacked due to “dereliction of duty”, and stated that three warnings had been sent to him in the last one year, with the last one being sent in July. Gelek refused to say what the warnings were about.
On 18 November, CTA President Lobsang Sangay during his visit to Norway said, without giving any details, that the revelation would paint a bad image. He added that it was not required for the Cabinet to reveal the reasons for the ouster, as it was the Cabinet’s prerogative to appoint and suspend any staff subordinate to it.
As pressure from the public mounted, Kashag came out with the ten-point explanation. However, the ten reasons given didn’t seem to support the severe picture painted by Sangay.
The nature of the warnings still remained unclear, as well as the specific rules Penpa Tsering was supposed to have violated.

When contacted for explanation about the ten points, Penpa Tsering said that the Kashag has hacked together these ten points so they could say that there were ten reasons to dismiss him.
Sticking to his claim of not having committed any mistake, he said, “I still stand by my earlier statement that I haven’t committed any mistake, and I do not accept any wrongdoing. But I am leaving office because that’s what Kashag (Cabinet) has ordered.”
“I cannot publicly discuss the issue now as I am still bound by the rules. I will be free to speak after 30 November, and I will challenge all the ten points one by one,” he said by phone.
He claimed that he received only one letter from the Cabinet that was stated as “the last warning” in July, which concerned the information that the USD 1.5 million dollars from Tibet Fund used to purchase DC office building was a loan.
He said that as reported in Tibet Sun, the issue of the 1.5 million dollars came up during the meeting of the representatives after the 5/50 Conference. “There is no truth in how Kashag has framed the charges, but I will explain about the details after leaving the office.”
“I didn’t get any any other warning letters. And the letter that said ‘last warning’ only mentioned about the loan issue. And now there are ten points accusing me of dereliction of duties. All the points they have mentioned were events that happened before the ‘last warning’ they sent.”
However, he said that he did receive two letters from the Department of Information of the International Relations, but they were not warning letters.
“One was about the appointment of Chinese liaison officer Kunga Tashi at the Office of Tibet in Washington, DC. I clarified that he would be appointed upon approval from Kashag, rather than I announce him as having appointed.
“Let alone any warning about that issue after I clarified, there was no follow up on that.”
With regard to the second letter, he said, “The other letter that I received from the Department was about a group of Shugden followers welcoming President Xi Jinping to the US in April. I was questioned about not sending a report about that. I replied to that, and if I clarify, it takes time to find out the details about who the people. But we send a report after we got all the information we could gather.”

Glad that Kay Beswick write aboutt this sensitive topic clearly. We should notn condone corruption of any kind because it is akin to stealing from the people. But in this case, it is even worse, because what Lobsang Sangay and Penpa Tsering are doing is technically misusing donations from people who genuinely parted with their money for the Tibetan Cause. In another words, the Tibetan Cause is just a poor-me scam used by these duo (and I think others smaller ranking CTA officers) to squeeze monies from the wealthy westerners.

Tibet Fund recorded 1.5 million USD as loan for legal purpose: President Sangay responds on ‘loan-gate’

DHARAMSHALA, Nov. 20: The Tibetan President currently on an official tour in Canada on Sunday responded to queries on the “loan” of 1.5 million USD dollars from Tibet Fund, saying the non-profit organization had to record the amount as loan due to legal and regulation-bound reasons but is not a loan.
President Sangay said that an agreement between Tibet Fund and Central Tibetan Administration recognize the amount to be a contribution to purchase the property that did not have to be paid back in the future but instead will be collateralized as payment for the lease for the office space by the Tibet Fund. Tibet Fund subleases office space at the Office of Tibet’s Washington DC office.
The issue became a crucial element in the ousting of the North America representative and former Speaker Penpa Tsering by Kashag (cabinet).
The Kashag among its 10 reasons, cited an incident of trust deficit when Penpa Tsering questioned President Sangay whether a sum of 1.5 million USD was a loan to Tibet-Fund. The Sangay led Kashag on Saturday released a clarification, which stated, “Sikyong clearly explained that it was not a loan, but an amount that Tibet Fund had contributed and did not expect to be paid back. Despite Sikyong’s clarification and without consulting and seeking guidance and approval from Kashag and DIIR, Representative Penpa Tsering reported to CTA auditors that a loan payment for OoT DC office was outstanding.”
The financial statement of Tibet Fund for the year 2015 available on the organization’s website, clearly recorded a same amount of 1.5 million USD under Fixed Asset as “Loan receivables” that year.
The auditor’s report also mentioned in the footnote that on, “March 31, 2014 the Fund entered into a $1,500,000 Loan Agreement with The Office of Tibet to purchase a building that will then be partially subleased by the Fund. The loan is partially collateralized by a lease agreement between the Fund and The Office of Tibet in an aggregate amount of $425,000. The loan matures on March 31, 2043 at which point the balloon payment of $1,500,000 will be due. The interest rate is 1% and the interest income for the year ended December 31, 2015 was $15,000. The amount outstanding as of December 31, 2014 is $1,500,000.”
The President told Tibetans in Toronto that repeated incidents of underperformance and questionable actions by the NA rep. Penpa Tsering led to his termination. “The Kashag could not trust Penpa Tsering in Washington DC office following multiple incidents that eroded the trust and expectations placed on him,” the President said. The Kashag stated that growing “trust and performance deficit” as well as “insubordination” as key reasons to remove the incumbent NA representative of the Washington CTA mission.
Former Speaker Penpa Tsering in response told a Tibetan media agency that he will respond to the allegations soon after November 30. Some Tibetans carried out peaceful protest at the venue of the public event with placards that read, “We are not protesting against our government, all we ask is the truth.”
The Washington CTA mission remains the most crucial position in the hierarchy of outposts of the Tibetan polity. Education minister Ngodup Tsering will take charge of the office beginning next month.

This is Tibetan domestic politics, not Tibet-China politics. So, keep the debate in context.
Their modus operandi in silencing us is this:
(1) Your criticism will create division within our community along regional lines. But when Khampas do it, either people claim it as their fundamental rights, or they will just ignore it. Shugden activists (99% are Khampas) talked shit about the Dalai Lama and CTA on youtube for years, and nobody lifted even a finger. Why this double standard? Why is it wrong for a non-Khampa Tibetan— who has not sold his soul to the Chinese— to blow a whistle?
(2) This “division” will upset the Dalai Lama, and he will not live long. If something happens to him, then you are responsible. Don’t do it near the CTA and HH. You are a Shugden follower.
(3) Such criticism will make our enemy glad and our brethren sad. Why are we doing this to ourselves?
(4) We are an exile community and not an independent country so don’t copy the West. Shame on you!
(5) If you want to criticize, do so to the Chinese. When you do, they tell you to do the Middle Way, not the Rangzen way!
(6) Your freedom of speech hurts our unity. Stop comparing our society to others because we are refugees.
(7) Your freedom of thought is disturbing the minds of our people and the peace in our community.
(8) Your freedom of expression is a bad example to the Tibetan youth.
(9) Freedom of speech has limits. Why are you doing the work of Chinese–our enemy? You are one brainwashed idiot.

Anytime you criticize a Utsang leader, Khampas will tell you ” You are an honest upfront brave man!” But when you criticize a Khampa leader they will tell you,” I thought you were brave and honest, but you are not! You are rude! You are regional!
Dear U-Tsangs, I understand it is not easy for you to come out of your deep slumber. For centuries, we practiced pacifism after having been inspired by Buddhism. But the price we pay for pacifism and meekness is the erosion of our pride, courage, unity, and determination. It is psychologically harmful to our children. No more nyamchung crap!

When my nine-year-old son Gyakhab Rangzen asked me one day out of the blue “Daddy, why are our U-Tsang people so meek? “
At first, I was taken aback at his observation. Regaining my composure, I told him “Son, we are not cowards. We had a central government, and so we abandoned tribalism for unity long ago. We are used to peace for long, and hence we forgot the art of war. And to protect our skin, we now do become selfish not realizing that it is harder to break a dozen arrows than one. Remember, we U-Tsangs once unified the whole of Tibet and conquered distant lands through war. We were warriors once. History is the witness. We can be warriors again”.
He hugged me with his chest puffed up with pride and confidence. I will never forget that day because I was the happiest daddy and he was the proudest son in the whole world, and we both are hardcore U-Tsangs.
Yes, in pacifism, we become rats. And when the rats get disoriented with fear they will attack the victim, not the perpetrator because it is safe and comfortable. We allow Khampas to use U-Tsangs to attack our own. Remember Yapchen Passang Tsewang attacked our hero Dawa Tsering with false allegations. Who can forget it?
Tenpa Yarphel and his ilk bullied him for fifteen years over the Yongling school despite losing the battle legally many times. They also brought up false murder allegations against Penpa Tsering to bring him down to ensure the victory of their root guru Lobsang Sangay. What U-Tsang attacked Khampas so mercilessly with such hate and jealousy raging in their eyes in the past six decades? None.
We respected them for their courage, straightforwardness, decisiveness, resoluteness and the help they render to their tribe. But what have we got back? Nothing but negative regionalism, intimidation, hatred, jealousy, bullying, exploitation, discrimination, insults, death threats, and assaults. Nothing but attacks after attacks!
Now we begin to witness our patience has both depth and limit. Always remember, when a Khampa hurls outrageous allegations on a U-Tsang, our leadership is silent. But when a U-Tsang fights back, the administration goes reciting the mantra,
“Om, Unity! Unity! Unity!”
Call me names or do what you can, I will not budge an inch so should you not. Let the sky fall; I don’t give a damn. If regionalism and disunity are suffering–let both, not one–suffer!
I will never ever abandon the death-bed advice that my father gave me long ago, “Even if you are reduced to a life of slums and misery, never sell your soul to the Red China who is responsible for the loss of our country and our dignity. Fight if you can as a Tibetan for nothing less than total independence. But if Khampa regionalism urinates on the head of U-Tsangs, then you should stand up first and fight as a hardcore U-Tsang! And lead others by example. When in international politics, play your Tibetan role: When in Tibetan domestic politics, play your U-Tsang role. ”
Vow not to shove shit in to the mouth of a U-Tsang who served you butter and honey!
Vow not to kiss the ass of a Khampa who urinated on your head!
If you stick to these two vows then you are a U-Tsang who will earn the respect and votes of all other U-Tsangs.

Tibetans Stage Demonstration Near CTA Dharamshala

This morning a group of Tibetans have gathered at the basket ball ground in the vicinity of Central Tibetan Administration compound in Dharamshala holding placards calling for the protection of integrity in Tibetan administration. The demonstration is being held in relation to the issue of ousting the North America representative Mr. Penpa Tsering earlier this month.
The demonstration as being circulated in the internet a video interview with one of the participants demands the CTA to assign an independent committee to make an investigation in the issue of Kashag’s decision to replacing the North America representative Mr. Penpa Tsering. They demonstrators are arguing that the decision was not fair from the side of Kashag which pointed out 10 reasons in replacing the representative.
Kashag’s (Cabinet Secretary) Additional Secretary Mr. Phuntsok Tsering has been handed a memorandum from the demonstrators which the secretary informed that will be discussed during the bi-weekly cabinet meetings at the Central Tibetan Administration scheduled on Tuesdays and Fridays.
According to the interview, there are approximately around 100 people gathered for the demonstration who have come from different places like Nepal, Delhi, Bylakuppe, Dehradun, Dharamshala, etc.
The Kashag on November 7 appointed the Education Kalon Ngodup Tsering as the new Representative of North America based in Washington DC. The Kashag cited the removal of incumbent representative Mr. Penpa Tsering as per Chapter 1 Article 1(3) of the Tibetan Charter and Article 19(1) of the Tibetan Public Service Commission rules and regulations. It further issued a 10 point clarification for the removal of the representative on November 11.

Historic protest against CTA targets Penpa Tsering dismissal

For the first time in nearly 60 years, Tibetans in exile held a protest against the Cabinet (Kashag) of the Central Tibetan Administration. They were challenging its controversial decision to sack the Representative of the Dalai Lama to North America in Washington DC.
Kashag had announced on 7 November that Representative Penpa Tsering had been fired from his position. He has been ordered to leave office on 30 November.
About 100 people gathered at the basketball ground on the premises of the CTA demonstrating against the Kashag’s action. The protestors also expressed dissatisfaction with the 10-point response that had been issued by the Cabinet.
Last week a few dozen Tibetans staged a protest in New York City over the same issue. A few also protested in Toronto, Canada, during Lobsang Sangay’s visit to the country.
The majority of the demonstrators in Dharamshala are from McLeod Ganj. A few had travelled from other places. While carrying out their peaceful silent protest, an announcer said that if any outsiders come to provoke them, they would not use any violence against them.
Banners hanging on the walls read: Movement for promotion of CTA’s integrity; No misuse of power; Do not destroy His Holiness’ legacy; No disregard to public aspirations; and, We need an independent commission to resolve the matter immediately.
Dolma Bam, one of the staunch supporters of Lobsang Sangay in the 2011 election, was among the protestors today. He said, “We are not protesting against the CTA. We are seeing an injustice. There is not a good reason to sack Penpa Tsering. I feel that Lobsang Sangay is destroying the CTA. We are here to protect the CTA from destruction.”
“We are no more able to trust and rely on Lobsang Sangay. There is lack of honesty and justice, and the reasons given by Kashag are unacceptable,” he said.
Sherab Dolma, 81, who was the oldest among the protestors, said, “I would like the Kashag to be truthful. Do not dismiss those who are working hard.”
“I don’t know if the Kashag will pay heed to us, but it will be a shame for them. It is for the first time that the public is protesting against it.”
Organic farmer Rinzin Dorje travelled the longest distance to participate in the demonstration, from Bylakuppe in South India. Dorje said, “I was shocked to hear about the sacking of Representative Penpa Tsering. It came all of a sudden. The Kashag’s decision doesn’t do any good for the Tibetan cause.”
“None of the 10-point reasons given by Kashag calls for expulsion of a Representative from his duty. We now call for the formation of an independent committee to give a recommendation after impartial investigation of information from both the sides.”
Dorje added that if the matter doesn’t get a fair judgment, they will continue with their agitation.
Salam (who uses only one name), 36, had travelled from Goa to join the protest. “I am neither supporting Lobsang Sangay, nor Penpa Tsering. I am here to support the truth. Penpa Tsering has rejected Kashag’s 10-point charges. That has raised the question.”
“We do not need explanation, we need the reason why Penpa Tsering was expelled. We have the right to know. We demand an independent committee to investigate the matter.”
Tsultrim Dorje, 53, had come from Kathmandu, Nepal. He said he voted for Lobsang Sangay in the 2011 election. “I have heard lies over the years from Lobsang Sangay as the leader. He has been deceiving the people.”
He said that Kashag’s ten reasons created more doubts than clarity. “Unless justice is done, we will not stop our movement.”
One of the protestors left his winter sweater business and travelled to Dharamshala to join the demonstration. Tsering Wangchuk, 36, is from Dekiling, but does his winter sweater business in Rajasthan. He said that Penpa Tsering has not made any comments so far out of respect for the rules. “I have full confidence that Penpa Tsering will come out clean from this situation.”
A protestor from Sikkim said that she is a ‘Denjongpa’, but her husband who passed away a few years ago, was a Tibetan. She said, “I am here to support truth and justice. Kashag’s reasons are not satisfactory. The Dalai Lama is working so hard for Tibet, and what the Kashag has done makes me worry about what China will think. Tibetans should work in unity to achieve their goals.”
Five representatives of the protestors approached the Cabinet Secretariat to present a memorandum. The Additional Secretary of the Secretariat Phuntsok Tsering received the memorandum from them at the entrance of the Secretariat, and said that he will hand over the memorandum to the Cabinet tomorrow when the President of CTA and the ministers meet for their weekly meeting.
Answering questions from the the media, he said, “People have the right to demonstrate in a democratic society. Kashag will look into their demands and will make a decision.”
Penpa Tsering has said that he will respond to the Kashag’s 10-point charges against him after he leaves his office on 30 November.

DHARAMSHALA: Ven Karma Gelek Yuthok, Kalon of the Department of Religion and Culture, Central Tibetan Administration, today attended a special conference on the evolution of Jonang tradition and its present status at Duekhor Monastery near Norbulingka institute. The conference was organised by Jonang wellbeing Association.
The chief guests at the conference were Kalon Karma Gelek Yuthok and Gyalwang Gyaltsab Rinpoche. Other guests at the conference include settlement officer Dawa Rinchen and representatives from non governmental organisations.
Kalon Karma Gelek Yuhtok also inaugurated a compilation book of His Holiness the Dalai Lama’s speeches and teachings published by the Jonang Wellbeing association.
Tsangyang Gyatso, President of Jonang wellbeing Association, explained that the objective of the Special conference was to revive and spread awareness about the Jonang school of Tibetan Buddhism, and to acquire equal religious status as other schools of Tibetan Buddhism.

The Dalai Lama said that he cannot change his religion to enter into the Hindu temple. He wants to visit the Hindu temple, but he cannot change his religion. Only those of Hindu faith can enter this temple. He tried to enter by saying indirectly make an exception. But the Hindu priest said no. Even for the Dalai Lama, a big celebrity, the rules cannot be changed. It would have been nice if the priest did change the rules because the temple is to be visited by all and blessings are for everyone.
Similarly, Dorje Shugden people cannot change their religion so they cannot enter the Dalai Lama’s temple. So the situation is exactly the same. It would be nice if the Dalai Lama himself can change his rules too.

Tibetans protested against Lobsang Sangay outside the Office of Tibet but what response did they get from the Central Tibetan Administration? Lobsang Sangay and his administration not only failed to give satisfactory reasons why Penpa Tsering was removed from his position, he is now creating more dismay among Tibetan communities worldwide.

Dear readers,
Why are the Tibetan govt in exile not ordering their people to stop the self immolations? They dictate to them everything else they want as the Tibetan government is a dictatorship and regime and not the democracy they pretend to be.
Why do they allow the tragic loss of lives. Are they allowing their own people to self immolate so they can pressure the international community to do something? Are they letting their own people die for their own gains?
The international community will not do anything because they would rather do business with China to better the lives of their own citizens. Helping the Tibetans gives them nothing. If Tibetans want the self immolations to stop, then the Dalai Lama and Tibetan ‘government’ in exile will have to humble down and plead with China to come to begin talks again. China is Tibet’s key. By the Dalai Lama and his ‘government’ in exile always critizing China in Western medias will not make China come to talk. Who will talk to you to better your situation if you are always berating them?
If the horrible and tragic self immolations are to stop, then Dalai Lama and his ‘government’ in exile must be humble and beg China to talk and negotiate. Tibet holds no power and China holds all the power. Tibet stands to gain if Dalai Lama and his people humble down on behalf of all the Tibetans. Don’t let the lives of those self immolated have no meaning.

Prominent Buddhists in North America welcome the suspension of the Dalai Lama’s Personal Emissary of Peace, Tenzin Dhonden. Although it is not official that Tenzin Dhonden has been permanently replaced as he has hired a New York legal firm to reclaim his position on the trust, a temporary replacement has been appointed as the organisation’s “acting secretary”. It is unfortunate that His Holiness the Dalai Lama is surrounded by officials who seemed to be self-serving. This incident, and the sudden removal of Penpa Tsering are series of scandals that continue to expose more corruption and abuses within the top Tibetan leadership circle. See the article below:

The Dalai Lama has banned the Dorje Shugden practice, yet millions around the world are exercising their democratic rights by practicing Dorje Shugden, so the CTA should not segregate and discriminate against them.
The Dalai Lama has banned the Rangzen (Tibet Independence) movement, yet many are exercising their democratic rights by continuing to pursue for Tibet’s independence.

The Tibetan Youth Congress (TYC) are very defiant, within days after the Dalai Lama said that “Tibetans want to stay with China”, the TYC has announced it will take out a nationwide campaign in India calling for independence for Tibet. Shouldn’t the Tibetan leadership in Dharamsala and Dalai Lama take action against the Rangzen people? Dalai Lama has expressed that he wishes to visit Tibet and see the 6 million Tibetans before he passes. The only way to do this is to become friends with China. If that is the case, if Rangzen activist protest against China, would this not jeopardize his wishes? Tibetans are always saying they owe so much to the Dalai Lama and if this is so, shouldn’t they help the Dalai Lama return to Tibet by becoming friends with China? The first step is that the Dalai Lama and his exiled govt (CTA) in Dharamsala, North India, must start using the China flag. Show some concessions. Make China happy. If Dalai Lama wants to be an autonomous state of China under China, he has to be sincere by using the China flag first. After all, all the world leaders are now refusing to meet on official terms the Dalai Lama. Dalai Lama is being banned from more and more countries. More heads of state are scrambling to make friends with China and not Dalai Lama. To be friends or friendly with Dalai Lama will bring no economic benefits to their countries. China is the largest economy in the world now and is still growing. By being friends with China, many countries will benefit their economy and that is the first priority of all world leaders.
More leaders are not meeting the Dalai Lama and his popularity is dropping. Even if Tibetans want to use violence to overcome China, it will be impossible. Six million Tibetans cannot withstand the might of the 1.2 billion Chinese in warfare. The best route is the Dalai Lama’s middle way which is to become an autonomous state under China and he can return to Tibet to visit and see his followers who are waiting for him. All countries should not use Dalai Lama as a trump card to irritate China because of the competition with China. It is better to be friends with a super-power such as China.

CTA would like to downplay Samdhong Rinpoche’s private visit to China. The fact is, in order for him to go, he needs permission of India government, China government and Dalai Lama. For someone as high profile as him and who has criticised China for decades to be even allowed to go to China shows you that he is not going there for excursion, holidays or just to meet relatives. It will definitely be something official. Since he is going as the envoy of the Dalai Lama, it is definitely to negotiate with the China government regarding Tibet’s autonomy and Dalai Lama’a returning back, it could not be anything else. Therefore it is important for CTA and all Tibetans and their supporters to stop criticising China so that the negotiation goes through smoothly, and there will be a positive resolution for Tibet and a chance for the Dalai Lama to visit China and Tibet. The irony is, after Samdhong Rinpoche visited china, he is not accused to be colluding with China government for Tibet, HE HIMSELF is going to China. China made another intelligent maneuver in offering economic incentives in exchange for political favor. Recently, the Senator of Montana, Steve Daines, hosted a delegation of Chinese Communist Party officials that oversee Tibet and undercut the simultaneous visit by the President of the Tibetan Government in exile in exchange for a $200 million deal with a leading Chinese retailer to export beef from Montana to China. The Central Tibetan Administration (CTA) is no match for China regarding political astuteness. If the CTA is smart, they will start to build relationship and stop condemning China for an event that happened over 60 years ago.

After looking at several contrasting reports regarding the alleged Prof. Samdhong Rinpoche’s visit to China, one wonders why Prof. Samdhong Rinpoche denied his four-day visit to China after such visit was confirmed by Dr. Lobsang Sangay and now by a former Indian intelligence officer! If Prof. Samdhong Rinpoche had the best intention to promote the Dalai Lama’s middle way, then why he needs to deny this visit? After all the Sino-Tibetan relationship has been stagnant since 2011, the fact that Prof. Samdhong Rinpoche was able to secure a meeting with Chinese government officials should have been a great success for him, instead of becoming another source of controversy.

China’s economic prowess is not to be underestimated. Leaders from various countries seek economic collaborations with China, who has been contributing to the world’s economic growth, especially in the past decade. The Indian Intelligence Bureau’s (IB) report highlighted the lack of opportunities in India for growth and advancement as the causes for Tibetan youth to willingly betray their host India and work as spies for China. Tibetan youth clearly have difficulties to survive in India as CTA failed to create sufficient jobs for the Tibetans in exile. This is a reality and we will see more and more trend like this and eventually Tibetans seeking improvement in their quality of life and intellectual advancement will leave India and ‘return’ to China.

Samdhong Rinpoche’s November visit to China is brought up again in this article because it may have implication to India’s politics. At the moment, it is not clear yet as to what transpired during Samdhong Rinpoche’s 4-day visit to China and how the development may impact the progress of Tibetan cause or India-China relations. The confusion and curiosity related to this visit were increased a notch recently after Samdhong Rinpoche denied that this visit even occurred. It is very likely that the public may speculate further about Samdhong Rinpoche’s real intention behind the visit and why he was hiding it, and the speculation could run wild and impose a new risk to the Tibetan cause and India China relations. Therefore, it is best for Samdhong Rinpoche to clarify this matter once and for all.

Instead of creating employment opportunities, the Central Tibetan Administration (CTA) nurtured a culture where Tibetans expect handouts and foreign aids to get by. As a result, they created a new generation of Tibetan refugees who are volatile and vulnerable, and always depend on others to help them out of circumstances. Now, Tibetan refugees in India do not even hesitate to compromise the security of their host country, India, that has been so kind to them, just for monetary gain.

China has been liberal towards Buddhist practitioners including those who are practicing Shugden deity. In fact, there are 250 million Buddhists in China currently, almost three times more than communist party members. On the contrary, the Tibetan leadership in exile continues to discriminate against Shugden practitioners and politicizes the Shugden controversy to their benefit instead of promoting harmony among Buddhist practitioners. How ironic that the Central Tibetan Administration (CTA) continuously criticizes China for their human rights issue, and yet the CTA fails to respect even the most basic human rights of other people, freedom of religion.

Lobsang Sangay’s dismissal of Penpa Tsering with various accusations backfired, contrary to Lobsang Sangay’s expectation. Now, Tibetans are protesting and expressing their loss of trust in his leadership. Lobsang Sangay has to clarify a lot of things to the public, including the USD1.5 million loan with Tibet Fund. Tibetans are now beginning to see Lobsang Sangay’s true colours and are speaking up against him now.

His Holiness the Dalai Lama is again expressing his wish to visit China. This is not the first time His Holiness mentioned about visiting or returning to China. In fact, His Holiness made a strong statement in November 2017 that His Holiness “would return to Tibet at once, if China agrees”. Could this be another sign from the Tibetan leadership that rapprochement with China is happening soon?

Although His Holiness the Dalai Lama’s secretary had previously denied that the Dalai Lama was paid $1 million to speak for Raniere, a trace has been found that the Dalai Lama’s trust has received US$ 2 million in donation ten days after the event. Raniere is the leader of a cult called NXIVM which brands women on their pubic region with his initials and requires them to give him nude photos of themselves and other damaging material in case they reveal the secrets of his cult.
Although the Dalai Lama office continues to deny that the donation was related to the speaking engagement, one can’t help but wonder whether His Holiness would have received such donation if he did not come to Albany to speak in the first place?

Dorje Shugden practitioners have been victims of unfounded blame for more than half a decade with news reports initiated by the Tibetan leadership in Dharamsala alerting the public that Shugden fundamentalist groups posed huge security threat to His Holiness the Dalai Lama. It was alleged that they were covertly backed up by China. The reality is that terrorists are out to harm His Holiness, with two bombs found amid His Holiness’ tight security, thanks to the intensive combing operation by Indian police. The Central Tibetan Administration should stop spreading lies that Shugden practitioners or more absurdly, Shugden practice imperil the life of the Dalai Lama, and pay more attention to real threats such as this.

In a letter by the Dalai Lama’s translator, Thupten Jinpa, he had said that The Dalai Lama Trust was “slowly getting caught in unnecessary distractions”. Here is an excerpt from the letter:
“For someone who have [sic] had the honor and good fortune to serve His Holiness for over three decades, it had been painful to see how His Holiness’ name and legacy was slowly getting caught in unnecessary distractions (Albany-based NXIVM) and discordant messages (of rich and celebrity orientation). Especially, for the Trust, which is effectively His Holiness’ principal charitable foundation for the outside world, the last two years’ record has been, to put it mildly, quite embarrassing. The Trust has alienated most of its inter-organizational relationships, almost destroyed its infrastructure of the Tibetan graduate scholarship program with a majority of the independent reviewers resigning, and failed to support those international organizations that were actively inspired by His Holiness’ vision for the world and were undertaking high profile initiatives furthering His Holiness’ vision. Most sadly, the Trust has unfortunately acquired a reputation of being authoritarian, confrontational, petty, and uncaring, characteristics so far removed from His Holiness’ personal ethics. In particular, for those organizations and individuals who had been the recipients of grants from the Trust, frankly, the behavior of the Trust can be best characterized as that of bullying. If ever, some of the email communications from the Trust during this period were to come to light within the public domain, it would be a source of embarrassment for everyone connected with the Trust.”
The Dalai Lama’s office had also called for investigations and the eventual of any wrong doings by the organisation.

Since 2011, Lobsang Sangay’s tenure as the President of the Central Tibetan Administration has been mired with various scandals and failures, such as the election scandal and the US$1.5 million loan scandal. The 17% unemployment rate among the Tibetans in exile has also forced some Tibetans to become spies, betraying their host country India. Now, in more shocking news from Mila Rangzen, who has been proven to have access to a lot of insider news, Lobsang Sangay has been revealed to be a sexual predator who does not hesitate to risk the Dalai Lama’s reputation to satisfy his lust. More women and people are speaking up about this. This is really breaking news. These women deserve a platform to express the pain and humiliation and be open to heal.
Mila Rangzen has, on numerous occasions, shared extremely accurate and reliable news for the benefit of the Tibetan community. He has never failed us with the accuracy of the news and they have all proven to be true. Mila seems to not be afraid to tell the truth.
All the victims of the sexual predator Lobsang Sangay should not keep quiet anymore and must expose him once and for all. He should be punished for his actions and asked to step down from his position now! The victims should be empowered by this and speak up and point the finger at Lobsang Sangay if this is true. Do not stay in the dark and hide your shame because Lobsang Sangay is destroying the reputation of the Dalai Lama.

Tibetan govt in exile is corrupt, liars, segregationalists, greedy, bigots and this is what they do when Dalai Lama is alive. After Dalai Lama is no more, the whole Tibetan govt in exile will just collapse overnight.
They lost their country in 1959 because they are too corrupt to keep it. For the last 60 years they cannot get their country back. Tibetan govt is a failure whether in Tibet or in exile.
